This PR updates the existing openstack packages and modules to correspond to the openstack 2025.1 release.

We now wait for the provider interface to be ready before starting
certain newton services. Previously, the ovs newton service errored when
it was started too early because the explicit dependency was missing.

nova: optional inbound_addr setting for migration

We allow optionally configuring the inbound_addr for live migration in
the nova config via a nixos option. Setting this, the user is able to
specify a specific interface to transfer the data when live migrating.
This can significantly speed up migration.

package: fix oslo-middleware test failure

There is a test failure that depends on the order of test execution.
Therefore, it does not occur everytime and is dependend on the
environment. We fix it by adding a small custom patch, as also later
versions of oslo-middleware seem to be affected.

glance: fix parallel test execution

When running the glance test on a machine with a lot of worker threads,
we might run into failures because tests have implicit dependencies. Fix
the dependencies so execution on larger runners work.
