Summary

VitePress does not support nested dropdowns — a nav item with both items and a nested items group renders the inner group as a non-clickable header with no visible links.

This moves Operations from inside the Documentation dropdown to its own top-level nav item, so its sub-items (Overview, Platform, Observability, Sustainability) are visible and clickable.

Test plan

  • Build passes (npm run docs:build)
  • Operations appears as a top-level nav item with a working dropdown
  • All four sub-items are visible and link correctly

…sted dropdowns
