This PR consolidates available Dependabot updates across Docker image build, test, and publishing automation, avoiding separate merges that each trigger CI.
Changes:
- Upgrade Docker login, Buildx, and QEMU actions to v4.
- Upgrade Docker build-push actions to v7.
- Upgrade digest artifact uploads to
actions/upload-artifact@v7.

This PR applies all currently available @dependabot updates, instead of merging multiple PRs each of which would cause CI to start.
Additionally, two more outdated actions have been updated. And the automated updates should now group by vendor for
docker/andactions/prefixes at least.
