Will be ignored if the registry does not support this.

### Summary

RFC: #3923
Original issue: #15973
Implementation: #17012
Documentation: https://doc.rust-lang.org/nightly/cargo/reference/unstable.html#min-publish-age

This RFC adds a configuration to set the minimum publish age used for dependency resolution.

### Unresolved Issues

  * [Input] How do we make it clear when things are held back?
    * The &quot;locking&quot; message for Cargo time machine (generate lock files based on old registry state) #5221 lists one time but the time here is dependent on where any given package is from
    * We list MSRVs for unselected packages, should we also list publish times? I&#39;m assuming that should be in local time
    * Locking message for Cargo time machine (generate lock files based on old registry state) #5221 is in UTC time, see Tracking Issue for lockfile-publish-time #16271, when relative time differences likely make local time more relevant
    * &quot;latest&quot; is time based when what we mean is &quot;highest&quot; or &quot;maximum&quot;
  * [Input] Implementation wise, will there be much complexity in getting per registry information into `VersionPreferences` and using it?
  * [Input] `deny` precedence between this and `incompatible-rust-version`?
    * Both produce errors, but `incompatible-rust-version` will likely be evaluated first to increase the chance of builds succeeding.
  * [Input] The `registry.min-publish-age` / `registries.min-publish-age` precedence rule
    * `[registry]` table and `[registries.crates-io]` is confusing
    * feat: `-Zmin-publish-age` (RFC 3923) #17012 (comment)
  * [Input] `cargo install` behavior
    * there were some miscommunication in the RFC. Before the last edit the &quot;skip&quot; was interpreted in two different way: not respecting min-age policy, or not picking too-new versions. Need to decide which direction we go before stabilization
    * feat: `-Zmin-publish-age` (RFC 3923) #17012 (comment)
  * [Input] `cargo update --breaking` behavior.
    * Currently not respecting min-policy
    * Not a stabilization blocker unless `--breaking` gets stabilized first.
    * feat: `-Zmin-publish-age` (RFC 3923) #17012 (comment)
  * [Input] More helps and hints diagnostic needed to match RFC&#39;s diagonstic style.
    * feat: `-Zmin-publish-age` (RFC 3923) #17012 (comment) fixed by fix(resolver): hint how to resolve too-new versions #17118
    * feat: `-Zmin-publish-age` (RFC 3923) #17012 (comment) fixed by fix(add): list too-new versions and how to override #17117

### Future Extensions

  * Support `fallback` for `resolver.incompatible-publish-age`
  * Add an exclude list for `min-publish-age`
  * When all compatible older-than-min-age versions are yanked and a newer non-yanked version exists, Cargo could alert the user that they may want to override with `--precise`.
  * Potentially support other source of publish time besides the `pubtime` field from a cargo registry.

### Problem

Recently there has been two high severity supply chain attacks on NPM:

  * https://x.com/P3b7_/status/1965094840959410230
  * https://x.com/feross/status/1967732902256579014

In light of this, pnpm has introduced a `minimumReleaseAge` parameter, such that it will only install packages older than a chosen age: https://github.com/pnpm/pnpm/releases/tag/v10.16.0

I would recommend cargo implement a similar mechanism.

### Proposed Solution

Do the same thing as pnpm.

Status update: `-Zmin-publish-age` is available since nightly-2026-06-21

Your could pass `-Zmin-publish-age` through CLI, or set this in `.cargo/config.toml` to enable the new config field:

    [unstable]
    min-publish-age = true

Going to close this and track the status and progress in #17009. Thanks folks for participating the discussion.

Use a toolchain that enforces the publish-age policy.

The repository does not pin Cargo, select nightly, or require Cargo 1.100 or newer. The publish-age settings can therefore be ineffective when CI or release builds use stable Cargo 1.99. Use nightly with [unstable] min-publish-age = true, or defer these settings until the supported toolchain includes Cargo 1.100.

Review comment at @.cargo/config.toml around lines 63 - 67:
Update the Cargo configuration around the publish-age settings so the policy is
enforced by a supported toolchain: configure nightly with the unstable
min-publish-age feature, or remove/defer these settings until Cargo 1.100 or
newer is required. Ensure the existing incompatible-publish-age and
global-min-publish-age policy does not appear effective while builds use older
stable Cargo versions.

# The CodeChat Editor's project cache walks the project with the
# [ignore](https://docs.rs/ignore) crate, which skips hidden files and
# directories unless an ignore file whitelists them. These directories contain
# fragments gathered elsewhere in the project, such as the calls to `bt`
# gathered in `docs/implementation.md`. ripgrep honors this file as well.

### <span id="cc-sZ0Glsgjhu">Cross-references, gather elements, and fragments</span>

To refer to text in another section of the current document or any file in this
project:

1. Assign a unique id for that section: `<span id="some_unique_id">section
title</span>`; in a code file, this must be placed in a doc block. Any HTML
element with an id can be the target of either a hyperlink or a
cross-reference.
2. Refer to it using a hyperlink or cross-reference. For example, the following
syntax links directly to the `<span>` inside this section's heading:
`[Foo](#cc-sZ0Glsgjhu)` (link text is "Foo") / `<xref
ref="cc-sZ0Glsgjhu"></xref>` (link text comes from the cross-referenced span:
"Cross-references, gather elements, and fragments"); the same syntax (a bare
id with no file) also links to any file in the project.

When implementing a specification:

1. Label each doc block preceding non-contiguous section of code of more than
three lines with a fragment placed at the end of the doc block: `<fragment
id="some_unique_id1"></fragment>`.
2. Gather these fragments in a subheading following the specification: `<h4
id="another_unique_id" data-gather="some_unique_id1 some_unique_id2
...">Implementation of [title of this section]</h4>`.

Each id must be unique throughout the entire project. To create an id:

1. Randomly generate an id of the form `cc-[10 random ASCII letters or
numbers]`.
2. grep the project to ensure this id is unique.

Architecture
------------

A Visual Studio Code extension in `extensions/VSCode` exchanges messages with
the CodeChat Editor Server, located in `server/` (also termed the Server), which
also exchanges messages with the CodeChat Editor Client (also termed the Client)
located in `client/`.
A Visual Studio Code extension in `extensions/VSCode` or the standalone server

Project build
-------------

All build commands must be executed from the `server/` directory.
Execute these build commands, which run the [`bt`](#cc-1s8bUScadp) script, from
the root of the project.

* To build the entire project, execute `./bt build`.
* To format and lint the entire project, execute `./bt flint`.

* Denote paragraphs using an empty comment (`//` or `///`), not an empty line.
* A comment on the same line as code is never a doc block; it stays part of the
code block.
* When commenting out code, use `/*** ... */` to prevent the code from being
treated as a doc block.
