Add an optional runner input to the reusable PR labeler, following the existing shared-workflow convention. Callers can select CodeBuild; the default remains ubuntu-latest.
Required by aws/bedrock-agentcore-sdk-typescript#303 to move its non-release automation to CodeBuild.
Validation: actionlint and git diff --check passed.
