Canonicalize the draft astrid:compute/host@1.0.0 control-plane contract for principal-scoped core-Wasm workers. Its declarations match the staged core and pinned SDK syntax; this follow-up changes documentation only. A signed worker declaration identifies candidate bytes, while execution requires a live, independently authenticated owner-UID/capsule/package-generation provision and finite policy.

The comments now distinguish memory32/memory64, targeted occupancy from untargeted queue backpressure, finite fuel, cancel/retirement behavior, and host-stamped audit facts absent from WIT results. RFC #42 specifies the separate raw worker ABI and publication gates.

Validation: scripts/validate-wit.sh passes every host package; the normalized WIT declarations are unchanged; git diff --check passes. Keep this draft unmerged until the runtime's live-registry fence, finite startup fuel, installer preflight, and installed Linux Realm journey are validated. This PR alone does not make compute executable.
