Enhance the updateTimeStamps() function so that it sets the values in the parameter library from the NDArray values.

These include the timestamps, uniqueId, etc.
NDPluginBase has always done this for plugins, but it was not being done for the driver itself.

The corresponding EPICS records have not been correct. This was not obvious since the values were not displayed on the standard OPI screens.

This is a snippet of the output of "asynReport 1 SIM1" for the simDetector after collecting some images before this fix. All of the values are 0, which is incorrect.

This is the output after the fix:
