Remove unavailable OSS Index vulnerability check

Summary

• remove the OSS Index Maven Enforcer rule that now returns HTTP 401 without authentication
• remove the unused ossindex-maven-enforcer-rules plugin dependency
• retain the Java 17 runtime and bytecode compatibility checks
