A <file>.lock sibling left behind by an interrupted transfer kept the file unprocessed on every subsequent poll. The listener can now treat a lock that has not been updated for transport.vfs.AutoLockReleaseInterval as abandoned and remove it, and reports a skipped file at WARN with the age of its lock.
