Not sure if Ratis supports java17.

Ratis is built and tested with Java 25, but we test compilation with older versions, including Java 8, for compatibility. apache-rat-plugin:0.18 requires Java 17, so compile (8) check fails. We cannot upgrade the plugin without other changes, e.g. dropping compile-time support for Java 8, or overriding RAT version from the parent POM.
