The contributor and build pins move together to Bun 1.4.4 while the published CLI keeps its Bun >=1.1.0 runtime contract. No consumer runtime bump is introduced.

Runtime upgrade
Pins contributor, CI, and release-build tooling to Bun 1.4.4 through the repository runtime contract. The existing Bun 1.1.0 compatibility jobs remain unchanged.
