A repository that has any issue template of its own gets none of the forms here, and a file of the same name in a repository replaces the one here. The four tools carry their own forms, which name the tool; the forms here are the same four with the name taken out, for a repository that has none. Either way a blank issue is not offered: every issue carries its kind, so the forms are the only way in.
The forms apply the labels bug, enhancement, usability and tokens. A
form whose label a repository lacks still opens the issue, without the label,
so the label set is kept in step across the repositories by the organization's
declaration rather than by hand.
