Publish the additive annotation vocabulary from #270. Only the package version and new changelog heading change; the captured 0.47.3 section remains unchanged.

Memo's selected project annotation transfer needs a resource name and explicit destination bindings. Register
annotations,--target-store <file>and--bindings <file>in the shared vocabulary so connectors can reuse their meanings without local lint exceptions.The workflow uses the existing
export,checkandrestoreverbs. Coverage must state which facets are included and omitted; an annotation snapshot does not imply a full archive backup. No existing flag or command changes meaning.Validation: 772 tests passed, typecheck passed, and both changed registry files pass Biome. This adds no lint baseline or override entries.
