feat(VLE): Replace unit plan with enhanced step select menu

Changes

• Converts the step select dropdown to a menu with collapsible lessons.
• Removes the Unit Plan or "navigation" view from the VLE.
• Updates starting node logic when a unit loads.

For detailed changes, see #2345 and #2346.

Test

• Make sure step select operates properly as before and that you can navigate to different steps using the menu and next/previous arrows.
• Ensure that any changes in state (unlock steps/lesson, step completed, lesson completion %, steps added via branch selection) are reflected in the step select menu.
• Try different starting nodes for a unit by editing the node portion of the url (e.g. http://localhost/preview/unit/1/node1 or http://localhost/preview/unit/1/group100). Make sure the logic outlined above is followed.
