BugServer 页面需要按任务固定的 head SHA 手动测试 fork / Draft PR。新增默认分支控制的手动 workflow，复用已有严格产物提取器和 SCM、截图链路；有效 artifact 可复用，失效时在容器内拉取和构建冻结提交。
prepare、submit 仅允许默认分支运行，独立 workflow_run reporter 使用可信控制提交。PR 源码不进入 runner 工作区，构建 job 不申请 GITHUB_TOKEN 权限，容器不接收项目 token、runner/cache token 或 Docker socket，仅导出验证后的 index.js。结果与通知由 BugServer 服务端统一记录。
验证：Node.js 22 下控制脚本 6 项测试、Python 提取器 6 项测试通过，workflow YAML / shell 语法与控制分支、宿主无 PR checkout 的断言通过。按 AGENTS.md 尝试全量视觉测试，临时 checkout 未安装 Rush 依赖（缺少 typescript），256 项均未执行；未宣称视觉通过。新的容器构建配方仍需合入默认分支后真实联调。
