Summary
se-trace validate-runtimesubcommand: surfaces the Layer 2 (Runtime Validation) record of every decision in a COTS (RFC-0001, COTS schema v1.1.0). Printsdecision_on_validation,validated_at/validated_by, and each ValidationFlag with its type and message. Decisions without a record report "producer has not floored Layer 2"; exit code 2 when any decision is flagged (flags are warnings, not rejections), 0 otherwise, for scripting usevalidationfield andLayer2Validationtypes tosrc/cots.tsVerification
