ssh-key: replace PROTOCOL.certkeys references with draft-ietf-sshm-cert - #603

Replaces all references to the now 404 link to the old PROTOCOL.certkeys (which has been moved to Attic due to the new I-D) with links to draft-ietf-sshm-cert: https://www.ietf.org/archive/id/draft-ietf-sshm-cert-01.html Also replaces a single reference to the old `draft-miller-ssh-cert` and updates some linewrapping to 100 columns instead of 80.
