Record native saved Checkout recovery acceptance and cleanup

The staged saved-Checkout message now has native acceptance evidence. A fresh sandbox insufficient-funds attempt retained its original purchase after expiry; Resume showed the reconciliation stop without opening Checkout or offering another purchase. Both this fixture and the earlier held fixture were retired with financial evidence intact.

Officer impact: officers can follow the verified stop/escalation step and ask Dave to reconcile a locked purchase.

Officer documentation: docs/officers/TEST_DUES.md, docs/officers/GLOSSARY.md, officer entrypoints, root checkpoints and specialist guides link to docs/TEST_DUES_RECOVERY_MESSAGE.md. Existing maps still describe the unchanged flow; no structure, permissions or data movement changed.

Deployment evidence: current Hosting30d/version6619 has all62public hashes verified. Both dues Functions remain ACTIVEv1/71f, downloaded99,003-byte archives/c31 unchanged; same enabled sandbox endpoint and eight events. No new Hosting/Function/provider/production change in this documentation PR. Original generic post-publish failure remains recorded and independently qualified, without another deploy.

Validation: exact source Opus approval and PR/main6jobs/all62steps green are recorded; seven private fixture guard tests pass. Native decline/expiry/processedEvent/Resume/repeat/refresh/signout verified. Native retirement confirms2Auth and8allowed paths absent,6disposable records deleted,7financial hashes unchanged and2expiry receipts retained. Local Markdown targets and diff whitespace checked. This PR still requires its own exact-head Opus5.5medium/max APPROVE and all6CI jobs/every step green before merge.

Genuine Opus 5.5 medium explicitly APPROVED exact head e0e7ace54b5591192c6ddc07e099b65c0f27831d; no fallback model. The review inspected the final patch, officer instructions and native receipts. One broad evidence-directory search was denied; the reviewer recovered with the targeted approved directory and reported no missing evidence or blocker. Root independently verified the clean head, base, tree 54923a9356a7e09157be46a8824e924d49341d4a, and all changed-file hashes.

Exact-head automatic CI passed all six jobs and all 62 steps; none skipped. Fifteen Markdown files and 161 local links passed validation. This satisfies Dave’s delegated code-approval rule. Applying his recorded administrator merge authorization without changing branch protection or inventing a GitHub review.

Officer impact: the verified saved-purchase stop and escalation steps are documented, including the meaning of reconciliation.
