Clarify saved test Checkout recovery after Resume cannot reopen - #748
A saved test Checkout that cannot reopen now gives a clear reconciliation stop after a fresh server read confirms the same open, inactive order. It retains the purchase and tells the member not to start another payment.
Officer impact: supervised test members receive a clear stop/escalation message; no payment or membership authority changes.
Deployment evidence: source prepared only. No Firebase Function or provider change. Staging Hosting and fresh fictional failed-card verification follow genuine exact-head Opus approval and all six CI jobs/every step green. Production and real payments remain separate.
Validation: focused rendered/service suites pass (23 tests), including no navigation/prepare, fresh active/held precedence, and account/session stale-result clearing. No schema or migration.
Delegated code approval: genuine Claude Opus 5.5 medium explicitly APPROVED exact head bd64d73800db803e39d59341d1b11c924bbb8754; zero permission denials, no model fallback. Root independently verified clean tree 21e5e75b51c999e921da98bd3494119f6e22fa78 and base ba44e70c3ca0ea17cc1bc95f3f2fa71a3e303cbc. Exact-head CI39096452255 passed all six jobs and every 62 steps, none skipped.
Officer impact: clearer reconciliation stop after Resume cannot reopen the same saved open purchase. Officer documentation: docs/officers/TEST_DUES.md, docs/TEST_DUES_ENGINEERING.md. Deployment evidence: source/tests qualified; matching staging Hosting and fresh fictional native acceptance follow separately. No backend/provider or live payment change.
