docs: record connected sandbox dues and native proof

The club sandbox and staging dues screen are now connected, but the officer guides still describe them as unconnected. Update the dated handoff with verified $25/$30 hosted Checkout, automatic payer activation, free-event admission, cancel/resume, duplicate webhook delivery, access denials, layout and cleanup evidence. Explicitly retain the native failure-path gaps; #742 stays open.

Officer impact: officers can distinguish the working supervised test flow from production and unqualified failure cases.

Officer documentation: OFFICER_START_HERE.md, docs/officers/{TEST_DUES,MEMBER_SCREEN,README,SYSTEM_MAPS}.md, root checkpoints and specialist dues guides; new docs/TEST_DUES_HOSTED_EVIDENCE.md.

Deployment evidence: application source 71f59e2, both isolated Functions ACTIVE v1 with matching downloaded archive c31a22ed…908b, all 62 staging website files/five deep routes, exact sandbox account/webhook/API/events and three HTTP 200 deliveries verified. Four disposable users/event removed; payment evidence retained. No production or real-money test. This documentation-only PR does not deploy the application.

Validation: diff whitespace and 148 local Markdown targets passed; genuine Opus 5.5 medium approved exact head a8d0736. Exact PR CI39046463461 and merged-main CI39046752680 passed all six jobs/every step. Mergedb8b26ac413485fb5561d6804a908b493bbafa619 has an identical tree. Previous deployed runtime source has separate exact-head Opus approval and PR/main CI receipts. No runtime, dependency, IAM or provider change is introduced by this PR.

Genuine claude-opus-5-5, medium effort, explicitly APPROVED the actual documentation content. Native result: completed, no error, zero permission denials, no model fallback. Root bound every changed Markdown file by SHA256 to this full clean commit and verified that the only changes are 14 Markdown files. Whitespace and 148 relative link targets passed. Runtime source remains 71f59e26753b87f398b243cce5e995a44fcc538b; downloaded archive, native settings, provider state, website hashes and cleanup receipts were independently checked. The evidence page leaves unexecuted native failure paths explicit; #742 remains open.

Exact-head CI run 39046463461 completed successfully: all six required jobs and every step passed, with no skips. Dave's standing rule accepts genuine Opus5.5 medium/max approval plus exact-head green CI as delegated code approval. Existing administrator merge capability will be used for the repository's human-review gate; this comment is an honest delegated approval receipt, not a GitHub reviewer approval. No branch protection change.

Officer impact: the current supervised sandbox flow and remaining launch gates are accurately described.
Officer documentation: the changed officer, specialist and root Markdown guides in this PR.
