Summary

ca_state_supplement_eligible_person was false for every blind or disabled dependent child, even when the child received California's dependent amount (WIC 12200(f)). The flag now covers those children, so a value in ca_state_supplement matches at least one eligible person. Payments are unchanged.

Fixes #10553

Changes

  • ca_state_supplement_eligible_person: true for a tax-unit head or spouse, or for a dependent below the dependent age limit (18), who meets the existing resource, citizenship and aged, blind or disabled conditions.
  • ca_state_supplement_dependent_amount: reads the flag instead of repeating the resource, citizenship and blind-or-disabled checks.
  • ca_state_supplement_aged_disabled_count, ca_state_supplement_medical_care_facility_amount and ca_state_supplement_out_of_home_care_facility_amount: check head-or-spouse themselves, which they previously got through the flag. ca_state_supplement_blind_amount already did.
  • CAPI's spouse-share helper keeps its share among heads and spouses. Splitting it equally with an eligible child would understate a citizen spouse's supplement by more than the current simplification overstates it.

Effects

  • Every SSP payment component computes the same amount as before.
  • San Bernardino County General Relief reads the flag, so it now also bars a child who receives the state supplement without SSI, in line with its rule that only the member an SSP payment serves is barred.
  • A static scan found no partner contract case with a California blind or disabled minor; CI will confirm.

Known limitation

The model pays every blind or disabled dependent under 18 the dependent amount and pays dependents aged 18 or older nothing. POMS SI 01415.058 pays blind children the blind amount, children in care facilities the facility amount, and adult dependents an individual amount. This PR does not change those payments; #10557 tracks them.

Tests

  • Two ca_state_supplement_eligible_person.yaml cases pin the age limit: a disabled dependent aged 17 is eligible, and one aged 18 is not. The 18-year-old case notes the known limitation below.
  • ca_sbd_general_relief_receives_other_cash_assistance.yaml Case 9: a disabled child with an SSP-only payment is barred from General Relief, and the parent is not.
  • One case in each facility-amount file: a flagged dependent child in a facility gets no facility allowance, which pins the head-or-spouse check.
  • Tests were not run locally; CI validates.

axiom: n/a: person-level eligibility flag only; the WIC 12200 amounts and who receives them are unchanged.

ca_state_supplement_eligible_person now covers blind or disabled
dependents below the dependent age limit, and the dependent amount reads
the flag instead of repeating its checks. The aged or disabled count, the
facility amounts and the CAPI spouse share keep the head-or-spouse
condition, so payments are unchanged.

Add cases for the San Bernardino General Relief bar on a child with an
SSP-only payment and for the head-or-spouse check in both facility
amounts. Describe the dependent amount as a model simplification and
point the 18-year-old age-limit case to the follow-up issue.
