add enemy leech resistance into max leech calcs

Hi @Peechey, I opened #2550, which rewrites leech to the PoE2 rules: 1 second instances, one active instance per resource, "amount of Life/Mana Leeched" as a multiplier on the leech per hit, and no pool-based caps. It overlaps with this PR in two places:
I left leech resistance out of #2550 because I couldn't confirm what the DefaultMonsterStats.LeechResistance values mean. The table here is 6000 up to level 30, rising to 9945 at level 100. Read as hundredths of a percent, that's 60% to 99.45%. But the wiki says leech resistance only appears approaching late game, and 0.5.0 made it start at a later level. Do you know the unit? |

Description of the problem being solved:
Adds in the 0.5 max damage cap of 40,000. Possible that will be in a table next week. Also adding enemy leech resistance to maximum leech rate and leech per hit calculations. Ignoring Rare/Unique from table as that should be going away in 0.5.
Using kinda ridiculous custom damage/life to show off the numbers
