Add an optional, standalone governance-analysis tool under contrib/governance-analyst/ so reviewers can collect public proposal data and inspect cited draft reports locally. This does not change Core consensus, wallet behavior, RPC implementations or the build.

The tool provides read-only collection from three public RPC proxies, mainnet identity/freshness and roster checks, retained response provenance, public forum extraction, exact cost arithmetic, historical treasury cross-checks, a versioned report schema/rubric and a static review interface. Eligibility includes valid proposals outside the projected funding set. Receipts, proposer claims, code artifacts and unknown delivery outcomes remain distinct.

Only clearly labeled synthetic examples are included. Real-proposer research, raw forum bodies, report scores, approval records, caches and generated site output are excluded. Default examples are unverified and cannot pass the publication gate. Report export requires explicit human review, disclosure, fresh evidence and a completed public correction process; the tool never uploads or sends messages.

Validation from contrib/governance-analyst: python3 -m unittest discover -s tests -q (29 tests), node --test tests/filter.test.cjs (2 tests), python3 -m analyst validate, and python3 -m analyst build pass. Independent Draft 2020-12 validation and actual Chrome checks pass across 10 pages at desktop/mobile widths (20 page checks, 104 local links/anchors, no page JavaScript errors or document overflow). Core binary/functional tests were not run because the change is isolated optional Python tooling.

This is a draft for implementation and placement feedback, including whether this optional tool belongs in contrib/. The rubric and single-reviewer workflow are prototype policies, not official PIVX governance policy. No deployment or maintainer adoption is claimed.
