Page titles render as PyNWB -Neurodata Without Borders in browser tabs and search results. This adds the missing space.

The code of conduct page has no title, so its tab reads -Neurodata Without Borders today. It now gets the site name alone.

Titles rendered as "PyNWB -Neurodata Without Borders" in browser tabs
and search results. They now read "PyNWB - Neurodata Without Borders".
A page without a title, which today is only the code of conduct, gets
the site name alone instead of a title that starts with a dash.
