fix(ns-plug): lower WanDown alert to warning - #1944

A WAN going offline is common on multi-WAN setups where traffic fails over to another link, so a critical severity overstates the impact and creates alert noise. Assisted-by: Claude Code:claude-opus-5-5

The alert sent when a WAN (internet uplink) interface goes offline is now a warning instead of a critical alert. On firewalls with more than one WAN, traffic moves to another link when one goes down, so a critical alert overstates the impact and adds noise.
