feat(ui): migrate interface to shadcn components

Use the Neutral New York component styles while preserving page composition, resource charts, icons and API contracts. Share accessible dialogs, confirmations, notifications and theme tokens across the panel.

Validated with a clean frontend build, dependency audit, mocked interaction regressions, before/after layout comparisons and deployment checks on the test machine.

Support blank-disk KVM creation, persisted ISO mounting and boot order,
scoped installation-media APIs, and lifecycle queue coordination.

Rework image downloads and third-party sources, add a step-based creation
wizard, and improve responsive dialogs, VNC controls and workload icons.
Keep LAN NAT endpoints usable and reject invalid firewall updates atomically.

Validation: frontend production build; go test ./...; real Alpine ISO disk
installation, DHCP/DNS/HTTPS and TCP/UDP NAT checks across guest restart;
responsive UI and deployed read-only regression checks.
