Item 4 of #701. A dispatched UX helper spent most of 12 min and 212k tokens finding the app port, the port per role, reset and restart scripts, e2e helper libs and older screenshot folders.

  • project-bin/project-facts.sh [--out FILE]: read-only, bash 3.2. Prints running app ports (admin credential never printed), a 'Roles and ports' section from PROJECT.md if present, secret key NAMES only, reset/restart/cockpit/seed scripts with first comment line, e2e helper libs, screenshot folders, cockpit dirs, design tokens.
  • One line in skills/dispatching.md: briefs that drive the app say 'read .mxcli/project-facts.md first'. Regenerated per dispatch, so no staleness; never committed.
  • Routing row, manifest entry, README/ROUTING re-rendered.

Run on a real multi-role project: 41 lines, no secret values. Estimate: roughly 20-40 tool calls and 60-100k tokens (3-5 min) saved per app-driving helper; not measured head to head.

Limit: ports per role are only listed if PROJECT.md has that heading.
