chore(deps): upgrade dependencies and CI to latest

CI: actions/checkout v4.2.2 → v7.0.1 (3d3c42e5aac5ba805825da76410c181273ba90b1). It stays SHA-pinned with a version comment, and it matches the pin mip-jupyter uses. The v5 to v7 changes are the Node 24 runtime, ESM, and blocking fork checkouts for pull_request_target/workflow_run. None of them affect this workflow, which only reads the checked-out tree.

Nothing else to update: the repo contains notebooks, one script and docs only. There's no dependency manifest, and the check workflow forbids adding any. Notebooks use mip, numpy, pandas and matplotlib from the mip-jupyter image, and those were upgraded in mip-jupyter's own PR.

Scans: trivy fs (vuln, secret) finds 0 before and 0 after. osv-scanner finds no package sources before or after. There are no vulnerabilities to fix.

Tests: I ran all three check steps locally and they pass: the allowed files, size and symlink check, the cleared-notebooks and py_compile check, and the network, shell and environment tripwire. actionlint and yamllint (relaxed) are both clean.

Deferred: none.

Same SHA pinning style. The workflow only reads the checked-out tree,
so the v5-v7 changes (Node 24 runtime, ESM, fork checks for
pull_request_target) do not affect it.
