Adds a bilingual Stack Overflow research page to the browser desk, extending GapCue's existing GitHub and Hacker News discovery path.

The page searches up to eight recently created questions, then reads a selected question and up to ten vote-sorted answers. Search results and excerpts link to the source and author and show each post's CC BY-SA license. GitHub links found in posts are leads to inspect, not evidence of demand. Review files keep the source snapshot and the user's decision in a format handled by this page.

Requests are anonymous GETs. The app uses a precomputed safe Stack Exchange API filter to include content licenses, observes API backoff and a 60-second same-query window, and limits response size and time. Search terms are sent only when a search is requested; reports and notes are not uploaded. The usage and attribution details are documented in docs/FORMAT.md and the bilingual READMEs.

The existing browser CI now includes the Stack Overflow page workflow. CI is pending for this commit. A bounded anonymous API check confirmed that the safe filter returns a CC BY-SA license and author profile link. The v0.6.2 ZIP predates this feature.
