Adds the reusable accessibility + diff-hygiene gate from KyLamportLogic/buildlogic-governance via a thin caller. Grace mode — reports but does not block merge until branch protection is enabled after main is green (REQ-D3).

Local dry-run against the live preview: axe-core reports 0 violations (WCAG 2.2 Level A) on index/attractions/book; gate evaluates PASS. Manual checklist (keyboard-only + screen-reader) still REQUIRED before a UI change is fully verified (REQ-I3).

Files touched

  • .a11y.yml
  • .pr-scope
  • .github/workflows/accessibility.yml

Note: caller is pinned to buildlogic-governance@spec/accessibility-enforcement (PR #13) during rollout; repin to the merged commit SHA once that PR lands (REQ-A6/J3).

Summary by CodeRabbit

  • Accessibility
    • Added automated accessibility checks for seven site pages against WCAG 2.2 Level A criteria.
  • Quality
    • Pull requests targeting the main branch now receive accessibility and change-scope checks.

Adds the shared accessibility + diff-hygiene reusable workflows from
buildlogic-governance via a thin caller, plus .a11y.yml (static site, 9 pages)
and .pr-scope manifest. Grace mode: reports but does not block until branch
protection is enabled after main is green.

Local dry-run: axe-core 0 violations on key pages; gate PASS.

📝 Walkthrough

The change adds accessibility-gate settings for seven site pages and a pull-request workflow that invokes reusable accessibility and diff-hygiene workflows.

Changes: Accessibility gate

Layer / File(s) Summary
Configure and invoke the accessibility gate
.a11y.yml, .github/workflows/accessibility.yml, .pr-scope
The settings define a local preview server and seven pages to check. The workflow runs for pull requests targeting main and invokes the reusable accessibility and diff-hygiene workflows. The scope list includes the changed files.

Priority: ➖ Normal

Estimated code review effort: 2 (Simple) | ~8 minutes

Change: Feature

Merge Risk: 🔵 Low · up to 93e36

The accessibility gate is non-blocking and the change is CI-only. Before relying on it, repin the reusable workflows to a reviewed commit SHA once the governance PR merges, and scope the write permissions per job.

Security architecture risk: 🔵 Low · up to 93e36

The new CI jobs select shared workflow code from a changeable branch while permitting updates to repository checks and pull requests. This introduces a supply-chain control risk, but the declared authority is repository-scoped, content access is read-only, and ordinary fork pull requests have restricted tokens. The intended later commit pin reduces risk only once implemented.

Retained concerns

  • Low · security · inferred: The newly introduced caller allows a mutable external branch to select workflow code under a repository write-capable permission ceiling. An actor able to modify that branch can change code selected by later runs without another caller change, potentially affecting check results or pull-request state where effective permissions permit. The planned future repin is not an enforced control.
Security review details

Security Blast Radius

  • inferred — The visible permission ceiling exposes the calling repository's readable contents and writable check and pull-request state to selected external workflow code. Effective permissions may be narrower. The supplied evidence does not establish organization-wide, deployment, secret-store, or production-data authority.

Security Findings and Attack Paths

  • inferred — The retained mutable-reference finding supports a conditional attack path: authority to alter the shared rollout branch can change workflow code selected for subsequent runs, which may then use effective check or pull-request write permissions. External branch ownership and protections were unavailable; ordinary fork authors are not shown to possess this branch authority.
  • inferred — The retained permission finding identifies a shared write-capable caller ceiling. However, the canonical verifier reports that diff-hygiene declares only pull-requests: write. That narrowing is counterevidence to an effective surplus checks grant, so a distinct attack path using diff-hygiene check-write authority is not established here. The exact callee source and referenced inspection remain unavailable.

Trust Boundaries and Controls

  • inferred — The caller delegates executable-code selection across a repository boundary. Callee permission reductions can limit its authority, and standard pull_request handling normally restricts fork tokens. Neither makes the external branch immutable; repository-specific fork-token policy and the external implementation were not available for verification.

Hardening Proposals

  • proposed — Bind both reusable-workflow references to reviewed commit SHAs. Verify how governance-ref is consumed and bind any executable governance checkout to the intended immutable revision as well, so repeated runs do not silently select different control implementations.
  • proposed — Set caller permissions per job to match verified callee requirements, avoiding an unnecessarily broad shared ceiling. Before enabling branch protection, verify the selected immutable workflow identities and required check names, and document recovery if repinning or enforcement is interrupted.

I found the public **KyLamportLogic/buildlogic-governance** repository, but your request doesn’t say whether you want a diff, an explanation, or a proposed change. The repository page identifies it as a TypeScript governance toolkit, but I couldn’t verify the contents of `accessibility.reusable.yml`, `diff-hygiene.reusable.yml`, or `spec/accessibility-enforcement` from the available sources. What would you like me to do with those paths—compare them, review them, or draft a change?

Pin both reusable workflows to reviewed commit SHAs.

Both uses entries reference the mutable spec/accessibility-enforcement branch. Pin them to the same reviewed, full-length commit SHA before merging. Keep governance-ref aligned with the version required by the reusable workflows.

P1 Badge Pin both reusable workflows to full commit SHAs

While spec/accessibility-enforcement remains mutable, anyone able to update that branch can change code executed by every pull request with checks: write and pull-requests: write permissions. Replace the branch references for both reusable workflows—and the forwarded governance-ref if it controls fetched executable content—with the reviewed full commit SHA before enabling this workflow.

Workflow-level write permissions fail the security scan, and omitting them prevents the reusable workflows from starting.
