Add new project home page

CDash has included project metadata such as links to external resources for many years, but that information is displayed poorly and is often hard to find. This PR adds a new project "home page" with links to external resources and high-level information about recent data CDash has received. The page is currently rather rudimentary, but I plan to incrementally add new features, eventually merging the legacy "project overview" page into this one. The /projects page and project header now link to this landing page instead of the dashboard.

I like a lot of this and the page looks and functions great.

If I can be a little nitpicky and pedantic, I don't like the disconnect between the Edit Resources popup and the same fields on the Project Settings page. The biggest one is Website vs Home URL but the other fields might be better standardized to either have URL or not

Once this page is more developed, I think it might make sense to remove these fields from the project settings page, leaving the project home page as the only place to edit these fields.

Better, thanks for the quick fix! I know there are some missing fields still, but those seem more "niche" so I think they're okay to stay in the full settings page
