Update README for v1.1.0 API surface and PHP client - #1

Rewrite the README so it matches the shipped code: - Drop the GET-only / no-auth claim; document ApiClient post, put and delete plus the BlogClient createComment and Admin API methods added in v1.1.0, with translation-map examples from BLOG_V2_API.md. - Remove getCommentById from the JS BlogClient reference (it no longer exists) and drop the unused status option on getCommentsByPostId. - Correct the localization utility import path; the helpers are not re-exported from the package root. Note the az/en/ru suffix limit of localizeObject. - Fix the broken getRecords response-format snippet. - Add Authentication, Request Caching, Development and Related Documentation sections; note that Node < 18 needs a fetch polyfill. - Consolidate the PHP material into one section, fix the Composer VCS URL to the KeyTechAndDesign org, and record where the PHP client diverges from the JS client (V1 comment routes, no write support).
