  • build project using ninja
  • introduce new compile option NEURON_IDE_ENABLE_CLANG_TIDY that can turn off clang tidy to speed up build time (it is turned on by default)
  • run clang tidy as seperate parallel job only on changed files

Last 3 CI runs took about 8-11 minutes -> now it takes 2-3 minutes
