add occupancy banks and bookkeeping class

This adds new occupancy banks and bookkeeping class, to reduce the calibration data volume from detector hit banks. Occupancy bank names are the same as their hit bank, prefixed by "OCC::":

• Occupancy bank naming and numbering
• Use FilteredBank for order-hijacking by denoising
• Index count determined based on schema; 4-order for FTOF/CTOF/CND
• Ignore bank rows with negative indices
• Added to recon-util and Clas12Writer Clara service with occupancyPrescale=1000
• new YAML variable occupancyPrescale (Clara only)

The main consumer of these new occupancy banks is clas12-timeline.
