ubuntu-latest now resolves to Ubuntu 26.04, and that image no longer ships apt-key. As a result, every build-with-clang.yml job fails at the "Add Intel repository" step before anything is built:

Image: ubuntu-26.04
...
sudo: 'apt-key': command not found
##[error]Process completed with exit code 1.

The last passing run (2026-10-24) used ubuntu-24.04. Every run since then has failed this way, on main and on every open PR (for example this job on #283).

This PR replaces apt-key add and add-apt-repository with the approach apt recommends: the Intel key is dearmored into /usr/share/keyrings/oneapi-archive-keyring.gpg, and a sources.list.d/oneAPI.list entry references it with signed-by. The same step in coverity.yml is updated too; it has the same apt-key line and would fail on its next weekly run.

Checked locally: an unprivileged apt-get update against the oneAPI repo with the dearmored key verifies InRelease and fetches the package lists without a NO_PUBKEY warning.

ubuntu-latest now resolves to Ubuntu 26.04, which no longer ships
apt-key, so the "Add Intel repository" step fails with
"sudo: 'apt-key': command not found" before anything is built.

Dearmor the Intel key into /usr/share/keyrings and reference it with
signed-by in a sources.list.d entry instead. This works on both 24.04
and 26.04.
