The Build with Open Source LLVM SYCL compiler workflow fails at the Build and install dpctl step because GitHub Actions now resolves ubuntu-latest to ubuntu-26.04.

The ld.lld bundled with the DPC++ nightly is linked against libxml2.so.2, which Ubuntu 26.04 doesn't provide (it only ships libxml2.so.16), so the first link with -fuse-ld=lld fails:

.../dpcpp_compiler/bin/ld.lld: error while loading shared libraries: libxml2.so.2: cannot open shared object file: No such file or directory
clang++: error: unable to execute command: No such file or directory
clang++: error: linker command failed with exit code -1 (use -v to see invocation)

The PR pins the job to ubuntu-24.04 until the nightly toolchain is fixed. A TODO comment in the workflow tracks the switch back to ubuntu-latest.
