This PR cleans up the 0.21.0 section of CHANGELOG.md ahead of the release.

Fixed links:

Added the missing entries:

Also reworded the sparse linear solvers entry, which read as an import statement, mentioned the Python 3.15 and free-threading support in the release summary, and dropped the empty Security section.

The other merged PRs since the 0.20.0 release without an entry only change CI, dependency pins, tests or docs wording.

  • Have you provided a meaningful PR description?
  • Have you added a test, reproducer or referred to an issue with a reproducer?
  • Have you tested your changes locally for CPU and GPU devices?
  • Have you made sure that new changes do not introduce compiler warnings?
  • Have you checked performance impact of proposed changes?
  • Have you added documentation for your changes, if necessary?
  • Have you added your changes to the changelog?

Fix the PR links of the `dpnp.row_stack` removal (#2957) and of the
Windows header deprecation warnings fix (#2993, the re-land of #2984,
which never reached master), use the `#NNNN` link format for #3026,
reword the sparse linear solvers entry, and drop the empty `Security`
section.

Add the missing entries for #2871, #2948 and #3059, and mention the
Python 3.15 and free-threading support in the release summary.

Array API standard conformance tests for dpnp=0.21.0dev16=np2py314h8d9cdd5_12 ran successfully.
Passed: 1491
Failed: 0
Skipped: 6

Name the NumPy 2.5.4 version, and add the new `dpnp.scipy.sparse`
namespace, the backward-incompatible changes aligning with NumPy 2.5
and the array API, and the DPC++ 2026.1.1 and dpctl 0.23.0 minimum
versions to the release summary.

Also list `csr_matrix`, `issparse` and `aslinearoperator` in the
#2841 entry, which are public and documented but were missing.

This PR cleans up the `0.21.0` section of `CHANGELOG.md` ahead of the
release.

Fixed links:
- the `dpnp.row_stack` removal pointed to #2956 (a docstring typo fix)
instead of #2957
- the Windows DPC++/SYCL header deprecation warnings fix pointed to
#2984, which was merged into an intermediate branch and never reached
`master`; the change landed with its re-land #2993
- #3026 used the `gh-NNNN` link text instead of `#NNNN`

Added the missing entries:
- #2871 (Windows crash at process exit with oneMKL 2026.0) under
`Fixed`; it was merged after the `0.20.0` tag and is not in any release
section
- #2948 (minimum required `dpctl` version bumped to `0.23.0`) and #3059
(API reference rendered with `numpydoc`) under `Changed`

Also reworded the sparse linear solvers entry, which read as an `import`
statement, mentioned the Python 3.15 and free-threading support in the
release summary, and dropped the empty `Security` section.

The other merged PRs since the `0.20.0` release without an entry only
change CI, dependency pins, tests or docs wording. 8affb52
