What changed in this PR
This PR replaces automated release changelog generation with a reminder to prepare and review the release notes using the existing changelog skill.
Changes:
- Disables Lerna changelog generation while retaining conventional-commit versioning.
- Removes the script that combined package changelogs into the root changelog.
- Adds a post-version-update reminder with release versions and guidance for writing the changelog section.
