Main's Rust package CI fails in security-policy because Cargo.lock resolves rustls 0.23.45, which is affected by RUSTSEC-2026-0346, RUSTSEC-2026-0347, RUSTSEC-2026-0348, and RUSTSEC-2026-0349.

Raise the rate limiter's minimum rustls version to 0.23.46 and update the lockfile to that patched release. Bump the plugin to 0.1.13 and align its manifest as required by the repository's versioning policy. No advisory exceptions or CI policy changes are added.

Validation:

  • cargo deny --all-features --config deny.toml check passed locally (cargo-deny 0.20.2); pre-existing duplicate/yanked dependency warnings remain non-fatal.
  • make plugins-validate passed with Python 3.12 (41 tests).
  • Rate limiter NEXTEST_PROFILE=ci make ci passed: formatting, Clippy, Rust tests, wheel build/install, benchmark compilation, and Python integration tests, including Redis/TLS coverage.

Failure: https://github.com/IBM/cpex-plugins/actions/runs/38741934672/job/116447239565

Upstream fix: https://github.com/rustls/rustls/releases/tag/v/0.23.46
