💚 ci: bump build-and-inspect to v3.0.1 on v1.2.x - #57

build-and-inspect-python-package v2.x pins Twine 6, which rejects the metadata 2.5 that current hatchling emits, so the distribution build fails. Backports the v3.0.1 bump from main (#44). Also bumps gh-action-pypi-publish to v1.14.2 so publishing from this branch does not hit the same Twine check. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
