GitHub moves ubuntu-latest to Ubuntu 26 from 2026-10-19 and is retiring Node 20 for actions. Pin the gate job to ubuntu-24.04 and move actions/checkout and actions/setup-node to v5, their first node24 majors. Same bump #6 made to gate.yml, applied to this repo's own CI. Only the self-test job is affected; no caller reads this file, so v1 does not move. Co-authored-by: Claude Opus 5.5 <noreply@anthropic.com>

Every caller pins
gate.yml@v1, so after this merges thev1tag moves to the merge commit and every caller repo picks the change up at once, with no edits on their side.Moving
v1from1d4961dalso carries #4 and #5, which merged after the last tag move. Neither changesgate.yml(byte-identical between1d4961dandmain), andgate.ymldoes not callsecret_scan_gate.sh, so callers gain only unused files from them. The only behavior change callers see is this diff.Proof before the tag move
