The regeneration bumps the gemspec version, and bundler in frozen mode then refuses the stale committed lockfile on every bot pull request. A gem does not ship a lockfile (see the note in .gitignore); setup-ruby generates one for its cache.

Whenever a contributor or ruby/setup-ruby runs bundle install without this file, Bundler recreates it. Because .gitignore contains only the commented example # Gemfile.lock, the regenerated lockfile remains untracked and can be recommitted by a routine git add -A, restoring the stale-lockfile failure this commit is intended to prevent. Add an active /Gemfile.lock ignore rule when removing the tracked file.
