Unblocks pyro's Python 3.15 upgrade for the python-relogin resolve: zstandard has no cp315 wheel in any release.

  • Cherry-pick of upstream Use compression.zstd (PEP-784) mitmproxy/mitmproxy#8397 ("Use compression.zstd (PEP-784)", 72995cab1c), authorship kept. mitmproxy/net/encoding.py applied cleanly. Conflicts in pyproject.toml and CHANGELOG.md resolved toward the fork: fork pins kept (e.g. asgiref<=3.11.0), upstream's backports.zstd>=1.7.0,<=1.7.0 ; python_version<'3.14' added as-is, zstandard removed; only the Use compression.zstd (PEP-784) mitmproxy/mitmproxy#8397 changelog entry added.
  • Version 13.0.0-dev1+flare1 → 13.0.0-dev1+flare2.
  • uv.lock regenerated with CI's uv 0.9.2 (lock revision unchanged): backports-zstd 1.7.0 added, zstandard 0.25.0 removed, nothing else moved.

On Python 3.14+ (pyro runs 3.14.9) the stdlib compression.zstd is used and backports.zstd is not installed.

Tests (CPython 3.14.8, neither zstandard nor backports.zstd installed): pytest test/mitmproxy/contentviews test/mitmproxy/tools/console/test_flowview.py test/mitmproxy/net test/mitmproxy/test_http.py test/mitmproxy/test_version.py, 398 passed (includes test/mitmproxy/net/test_encoding.py, the only test file touching zstd).
