Servidor MCP de solo lectura y sin red (D-07). build:data lee el OpenAPI
público (live por omisión, o FISCALAPI_OPENAPI_SOURCE) y genera el catálogo,
cada operación con sus $ref resueltos y recortada a 40k caracteres, y el sha256
de la fuente para MCP-03. data/ no se versiona.
