CESM should compute and pass 10-m winds from CAM to WW3 rather than passing lowest-level winds as if they're 10-m winds #707

The changes in #706 make explicit what was apparently implicit before: WW3 expects 10-m winds, but CESM has been passing it lowest-model-level winds (Sa_u / Sa_v). We should have CAM pass 10-m winds and then pass those directly to WW3, rather than passing lowest-level winds as if they're 10-m winds. That would then allow reverting the code changes in #706.
