This fixes an issue where the temperatures are extrapolated to the vertical grid of the optional extended CO2 cooling scheme for non-LTE in WACCM(X). The extrapolated temperatures near the surface had gone negative in some instances (in WACCM7 testing) which caused NaNs in the resulting heating rates. Adding a grid point at 1000 mbar in the inputs prevents extrapolation near the surface and avoids the negative temperature issue. Mid-layer input quantities in the lowest layer are copied to the 1000 mbar level.
