Change STACK.md's Decided date only when a pick changes - #13

The release procedure told maintainers to update both STACK.md date lines after every merge. Re-validated on is already set in the release pull request, and Decided records when the picks were made, so a release that only moves versions leaves it alone.

A release that only moves versions must not touch it; it changes in a pull request that adds, replaces or rejects a pick.Verified:
