The publish_release job pushed a git tag but never created a GitHub release, leaving the releases page empty for all 58 tags. Resolve the release proposal PR by its head branch and create the release from its body, editing it if it already exists. Also make the tag push idempotent so a rerun after a partial failure can repair both the tag and the notes. Ports the mechanism from dd-trace-js scripts/release/notes.js.

mocha 12 is ESM-only and requires Node ^20.19 || >=22.12. Its lib/cli/options.cjs require()s parse-args.js, an ES module, which only works via Node's require(esm) support — unflagged in 20.19+ and 22.12+, absent in 18. Since we still build and test on Node 18, every Node 18 job in #413 failed with ERR_REQUIRE_ESM. Stay on mocha 11 (which supports ^18.18.0 || ^20.9.0 || >=21.1.0) and ignore major bumps until we drop Node 18, mirroring the existing typescript clause.

) The nodejs_v1 discovery schema presumes the V8 Node.js builds by default (64-bit, no pointer compression, no sandbox) and fixes the four object layout values a reader needs, pinned by the schema version, rather than carrying them as OTEP-4719 process context attributes. So instead of publishing them, derive them from V8's public headers and static_assert the presumption, so a build not matching the schema will fail to compile.
