fix(city): replace blocked tiles and repair offline use

Summary

• Replace the city map pictures that were OpenStreetMap’s access-blocked image with real street tiles.
• Show the empty-ride animation on a phone, put a signal mark beside Help, and move the offline note into Help.
• Keep fares from the saved journey packs when the network is down, and show a loading scene while those packs are stored.

Test plan

• Confirm the preview city map shows streets, not a 403 block
• On a phone-width window, clear the route and confirm the train animation is visible
• Confirm Help has the offline note and the yellow bar is gone
• Confirm the signal beside Help changes when the network is cut, and a saved fare still appears
