feat(admin): room screen links and event-stage dashboard hero - #1685

The settings checklist gets an optional Room screens row in the event stage. It is done once the schedule has rooms, and lists each room's screen link and its Photo Wall variant, each with a copy button. From six weeks before the start date until the end date, the /admin hero also shows the event stage's next steps and its own count, once the cfp and launch stages are done. Only inside that window does the dashboard read the schedule and opt in to the event facts. Part of #1673.

Once launch is complete, the event hero can show Event hashtag, Bluesky account, and Travel info. Their links remain #local-information or #domains-social-links, whose targets exist only on /admin/settings. Clicking them on /admin stays on the dashboard instead of opening the fields the organizer needs.
Prefix settings-only anchors with /admin/settings when rendering hero rows, and test the resulting destinations.
